La procédure est fixée par le règlement n° 19/08-UEAC-010 H-CM-18 du 19 décembre 2008, révisé par le règlement n° 0127/25-UEAC-010A-CM-42 adopté par le Conseil des ministres de l'UEAC le 11 octobre 2024 et signé le 9 janvier 2025. L'entreprise dépose son dossier, établi selon le modèle de référence annexé au règlement, auprès du ministère chargé de l'économie, du commerce ou de l'industrie (article 3). Le Comité national d'agrément l'examine et s'assure de l'origine communautaire ; le ministre transmet les dossiers retenus, avec l'avis formel du comité, à la Commission de la CEMAC (article 4). La Commission les soumet au Comité régional de l'origine, dont les membres les reçoivent 30 jours avant la session (article 6). Si l'avis est favorable, l'agrément est accordé par décision du président de la Commission, notifiée à l'entreprise par l'intermédiaire de son ministre ; un avis défavorable vaut rejet motivé et la demande peut être réintroduite (article 7). L'agrément est délivré pour une durée illimitée, mais toute modification du processus de fabrication doit être signalée à la Commission (article 8), qui peut mener un contrôle inopiné au plus tôt trois ans après la délivrance (article 9). Selon la presse, le Comité régional se réunit deux fois par an, la direction du commerce extérieur représente le Gabon, et le pays comptait 249 produits agréés portés par 14 entreprises en septembre 2026. Le modèle de dossier n'est pas joint à la version du règlement publiée sur le site de la CEMAC.",
                "en": "Industrial products manufactured in CEMAC must be approved for the preferential regime of intra-community trade. The procedure is set by Regulation No. 19/08-UEAC-010 H-CM-18 of 19 December 2008, revised by Regulation No. 0127/25-UEAC-010A-CM-42, adopted by the UEAC Council of Ministers on 11 October 2024 and signed on 9 January 2025. The company files its application, prepared on the reference model annexed to the regulation, with the ministry in charge of the economy, trade or industry (article 3). The National Approval Committee reviews it and checks the community origin; the minister forwards the files it retains, with the committee's formal opinion, to the CEMAC Commission (article 4). The Commission submits them to the Regional Origin Committee, whose members receive them 30 days before the session (article 6). If the opinion is favourable, approval is granted by decision of the President of the Commission and notified to the company through its minister; an unfavourable opinion is a reasoned rejection and the application may be filed again (article 7). According to the press, the Regional Committee meets twice a year, the foreign trade directorate represents Gabon, and the country had 249 approved products held by 14 companies in September 2026.
