The Human Capital Index Plus (HCI+) estimates how much human capital a child born now will have built up by the end of a working life, and unlike the original index it counts tertiary study and years spent on the job.

According to the brief, Gabon scores 130, above the Sub-Saharan Africa average (126) but below the upper-middle-income country average (205). By pillar, Gabon scores 41 for health (regional average: 36), 70 for education (regional average: 61) and 19 for employment (regional average: 29). The World Bank estimates that each 10 points on the index is worth about 10 percent more future income.

The brief compares Gabon with Armenia, the top performer among countries at the same income level (score of 224). Tertiary completion, expected years of schooling and learning outcomes account for the largest share of the gap. It also notes a gender gap: the score is 119 for women and 141 for men.
