Investment opportunities
Priority projects and sectors drawn from official plans (PAT, PNDT, PNCD) and recent public decisions, with their sources.
The opportunities presented here come only from planning documents published by the Gabonese State, official decisions and projects publicly announced by the State or its partners. The source is given for each project. The inclusion of a project in a plan does not mean it is funded or that a tender is open: interested investors should check progress with the relevant administration or with the National Investment Promotion Agency (ANPI-Gabon).
Three successive plans
Transformation Acceleration Plan (PAT) 2021-2023
Adopted in February 2021, the PAT aimed to prepare the post-oil economy. According to the annex published by the International Monetary Fund (IMF) in its Country Report No. 21/189, its targets included bringing oil below 25% of gross domestic product (GDP), raising private investment above 2,000 billion CFA francs a year, covering more than half of national consumption with local farm products and increasing manganese output from 9 to 12 million tonnes a year. It also planned support for bringing the Baniaka, Milingui and Belinga iron deposits and the Eteke gold mine into production.
National Development Plan for the Transition (PNDT) 2024-2026
The PNDT has five pillars: strategic infrastructure, economic diversification, inclusive social development, environmental sustainability and resilience, and institutional reform. In its published version, it lists 293 projects with financing needs of 4,536 billion CFA francs: 2,045 billion from domestic resources, 1,276 billion from external financing and 1,197 billion expected from the private sector through public-private partnerships (PPP). According to Gabonmediatime, a revision presented in May 2024 by the General Planning Commission raised the number of projects to 320 and reduced the total cost to 3,697 billion CFA francs.
National Growth and Development Plan (PNCD) 2026-2030
The PNCD, the first five-year plan of the Fifth Republic according to Gabonmediatime, was presented to the President on 25 February 2026 by the Minister of Planning, Louise Pierrette Mvono, according to Infos Gabon. According to the same outlet, it covers access to water and electricity, road and social infrastructure, human capital and youth employment, and economic diversification through local processing. At the Africa CEO Forum in May 2026, the head of state presented financing needs of 27,000 billion CFA francs over the period, of which 10,000 billion from the State and 17,000 billion expected from the private sector and other sources, according to Ecomatin. The detailed PNCD project list was not published online at the time of consultation.

Opportunities by sector, based on public decisions
Manganese processing
According to Gabonreview, the Council of Ministers of 30 May 2025 decided to ban exports of raw manganese from 1 January 2029. Operators have a transition period to invest in local processing, and support measures were announced (a public-private investment fund, targeted tax incentives, training). The decision creates needs for processing units, energy and industrial services.
Poultry and agribusiness
According to Gabonreview, the same Council of Ministers announced a ban on broiler chicken imports from 1 January 2027 to develop national production. Poultry farming, animal feed and food processing are directly concerned.
Industry at Nkok
The Nkok special economic zone hosts industrial projects beyond timber. In February 2025, the State signed an agreement with the steel group Prometal providing for 150 billion CFA francs of investment over five years in the zone, according to Gabonreview.
Energy, water and sanitation
In addition to the power plants listed in the PNDT, the World Bank approved on 5 February 2026 a 150 million dollar financing to modernise water and electricity services and introduce sanitation services. According to the World Bank, rural access is only 55% for water and 29% for electricity. The Kinguélé Aval dam (34.1 MW), developed by Meridiam and Gabon Power Company, was expected to be commissioned in the third quarter of 2026, according to the French Treasury.
Transport and logistics
The Trans-Gabon railway modernisation and safety programme, signed on 24 November 2025, mobilises 203 million euros (a loan from the French Development Agency and a European Union grant). The urban development project approved by the World Bank in June 2025 (150 million dollars) funds roads, drainage and facilities in seven secondary towns. These works create needs for civil engineering, materials and services.
Iron ore
The World Bank Macro Poverty Outlook of April 2026 lists the Belinga iron ore project among the drivers of medium-term growth.
