Overview
The Directorate General of the Stabilisation and Equalisation Funds (Caistab) includes the fund in charge of cocoa and coffee. According to its own presentation, the cocoa fund and the coffee fund, created by ordinances of 1965 and 1977, merged in 1992. This body organises the production and sale of Gabonese coffee and cocoa: it buys the crop across the country, stabilises prices paid to growers, helps finance the sector, handles sales abroad and represents Gabon in international cocoa and coffee organisations. It states that it holds the marketing monopoly for these two products. Any project to export cocoa beans, in particular to the European Union, therefore has to deal with it.
