Overview
The Gabon Ports and Harbours Office (OPRAG) is the national port authority. A public industrial and commercial body, it was created on 30 March 1974 by ordinance No. 41/74/PR-MTPTAC, when Owendo port was inaugurated. It manages the port public domain of Owendo, Libreville and Port-Gentil. Since the commercial ports were partly placed under concession, its missions focus on regulation: day-to-day management of port operations, preparation and monitoring of authorisations and agreements granted to operators, enforcement of safety rules and setting of maximum tariffs. It runs a harbour master's office equipped with vessel traffic services (VTS), AIS and radar. For importers and exporters, OPRAG publishes ship movements at Owendo port among other information.
