Summary

The CEMAC investment charter is the common framework of measures to improve the institutional, tax and financial environment of businesses, in order to support growth and diversification in member economies, including Gabon. It is built on a clearer definition of the role of the state and on private sector development through domestic or foreign investment. Member states commit in particular to sound macroeconomic policies, stronger legal and judicial certainty through OHADA law and arbitration, lighter administrative formalities and modernised tax and customs administrations. Except on grounds of public order, security or public health, foreign investment receives the same treatment as domestic investment. The charter encourages incentive measures and refers to sector texts for mining, tourism and forestry. It serves as a model for national investment codes and charters.
