Summary
The 2019 hydrocarbons code governs all oil and gas activities in Gabon, from exploration to production. It repeals Law No. 11/2014 of 28 August 2014, which previously governed the sector. The text sets out operators' rights and obligations, the institutional framework of the sector and the legal, tax, customs, foreign exchange and contribution regime applicable to petroleum contracts. It seeks to build a national industrial base and strengthen national capacity in the sector. It also covers information and reporting duties, biofuel development and the development of natural gas.
