Decree creating ARCEP
Summary
This decree creates the Regulatory Authority for Electronic Communications and Posts (ARCEP) and sets its remit and organisation. ARCEP regulates electronic communications and the postal sector in Gabon. It deals with telephone operators, internet service providers and postal operators on authorisations and licences, the management of scarce resources such as frequencies and numbering, interconnection and equipment control. For an investor in telecoms, internet services or postal activities, it is the mandatory step before any activity requiring a licence or authorisation.
