Land development concession law

This law allows the State or local authorities to entrust certain land development operations to a public or private legal entity incorporated in Gabon, called the developer. It sets the terms of this concession: appointment of the developer, scope of the operations entrusted and relations with the granting authority. The mechanism makes it possible to mobilise private capital and skills to service land, for example for housing estates, business parks or housing programmes, without the public authority carrying out the works itself. It is relevant to property developers and investors in urban infrastructure.
