Telecommunications sector law

This law opened the telecommunications sector to competition while preserving a quality public service. It aims at fair competition, the entry of new network and service operators and the separation of regulation from network operation. It sets out several regimes: delegated public service for public networks providing basic services, licences for radio networks and services, and authorisations or declarations for certain private networks and cryptology services. It organises universal service, funded by operator contributions to a dedicated fund, and requires operators to publish an interconnection offer. Sector regulation now lies with the Regulatory Authority for Electronic Communications and Posts (ARCEP), created in 2011, with which later sector texts should be checked.
