Special economic zones law

This law creates the framework for special economic zones (ZERP), land areas where approved investors benefit from a special regime. The State grants the development, organisation, promotion and management of each zone to a public or private development and management body, designated by the decree creating the zone and bound by specifications. This body builds and maintains roads, water, power, sanitation and telecom networks, leases buildings and plots, provides security, monitors facilities and movements of goods, welcomes investors and issues the approval giving access to the zone's benefits. Some activities are prohibited, such as arms or drug trafficking and imports of industrial waste. If the regime is suspended, companies receive ten years' notice. The law was amended by Ordinance No. 017/PR/2013 of 21 February 2013.
