Summary

This ordinance sets the framework for developing maritime and port activities in Gabon. Its objectives are to develop a national merchant fleet, strengthen the port framework, including fishing ports, improve the sector's efficiency and define the administrative and legal regime of ports. To encourage ship registration in Gabon, the State creates international registers and offices for maritime mortgages; a 2013 decree set up the international ship register. Each port must have an internal development plan delimiting commercial, fishing and leisure areas, terminals and storage areas, and zones reserved for dangerous goods, ship repair and waste handling.
