Ordinance establishing and organising ARCEP

This ordinance creates and organises the Regulatory Authority for Electronic Communications and Posts (ARCEP), Gabon's regulator for telecommunications and the postal sector. It follows the 2011 decree on the same authority and was ratified by law no. 006/2012. ARCEP handles operator authorisations and licences, manages scarce resources such as frequencies and numbering, oversees competition and interconnection, collects the fees provided for by the regulations and publishes a quarterly market observatory. It acts within the framework of telecommunications law no. 005/2001 and its amendments. For an investor in networks, internet services or postal services, ARCEP is the authority to approach before starting any activity.
