CEMAC regulation on licensed customs brokers

This community regulation governs the profession of licensed customs broker in the CEMAC (Central African Economic and Monetary Community) states, including Gabon. Its first article defines a broker as any natural or legal person whose business is to carry out customs clearance formalities for others. The text sets the licensing conditions, including a bank guarantee of 25 million CFA francs and a commitment to join a national professional association within three months, as well as the rules on representing the declarant. In Gabon, most customs declarations are lodged by these brokers on behalf of importers and exporters, which makes them a central player in any foreign trade operation.
