CEMAC regulation on microfinance activity

This community regulation sets the conditions under which microfinance institutions may operate and be supervised in the six CEMAC (Central African Economic and Monetary Community) states, including Gabon. It governs the licensing of institutions, their organisation and the supervisory rules applied by the Central African banking commission (COBAC). Microfinance provides local savings, credit and payment services to customers often underserved by banks, notably small businesses and households. The 2024 COBAC annual report states that a reform of this regulatory framework was discussed with the institutions concerned, so the texts in force should be checked before any project. For an investor, this regulation is the reference for opening a microfinance institution in Gabon.
