According to the final communiqué published by the Presidency of the Republic, the Council of Ministers that met on Wednesday 22 January 2025 examined a draft ordinance authorising the State to borrow 98,393,550,000 CFA francs from Cargill Financial Services International, Inc. The proceeds of the loan are earmarked for the Emergency Community Development Programme (PUDC).
The Council also adopted a draft ordinance creating the Gabonese Agency for the Development of the Green Economy (AGADEV). A public industrial and commercial establishment (EPIC) under the supervision of the ministry in charge of the Economy, the agency is to promote an integrated green economy, notably through the monetisation of carbon and biodiversity credits, the valuation of natural capital and ecosystem conservation and restoration initiatives. It is also to support research, training and innovation in this field and to catalyse green investment.
Finally, under ordinance No. 9/2016 on public-private partnerships, the Council approved the construction of an 8.5 MW gas-fired thermal power plant in Mayumba, intended to close the electricity deficit and meet demand in the Ngounie and Nyanga provinces. The project is to gradually replace diesel generators and includes a 110 km, 30 kV overhead line to secure supply to Tchibanga, Ndende, Lebamba, Fougamou and Mouila, as well as the electrification of villages along the Mayumba-Tchibanga road. According to the communiqué, feasibility studies confirmed its viability, and a second phase is to raise capacity to 50 MW with a 90 kV evacuation line.
