According to the final communique of the Council of Ministers reported by Gabonmediatime and Gabonactu, the Council met on Friday 18 September 2026 at 10am at the presidential palace in Port-Gentil, chaired by Brice Clotaire Oligui Nguema. It adopted the draft finance bill for fiscal year 2027, balanced in revenue and expenditure at 6,223.1 billion CFA francs.

The bill provides for oil revenue of 1,013.2 billion CFA francs and non-oil revenue of 1,761.2 billion, against investment spending of 1,058.4 billion, of which 287.3 billion is financed from external resources. The macroeconomic framework assumes economic growth of 4.5% in 2027, oil production of 11.30 million tonnes and an oil price estimated at 70 dollars a barrel.

The communique also mentions minimum taxation floors on tax incentives and new restrictions on exemption schemes, along with government instructions to improve tax collection procedures. The Council also approved a 129.7 million euro World Bank loan for the basic services access project, covering water, sanitation and electricity in Greater Libreville and rural areas.
