According to the final communiqué published by the Presidency of the Republic, the Council of Ministers of Thursday 20 February 2025 welcomed the signing of a memorandum of understanding with the Turkish group Karpowership, which is to inject an additional 70 megawatts into the distribution network of the Gabon Energy and Water Company (SEEG) to strengthen supply to Greater Libreville, in response to recent load shedding.
The Council examined a draft ordinance authorising the State to borrow 131,191,400,000 CFA francs from the African Export-Import Bank (Afreximbank). The proceeds are earmarked for the National Transition Development Programme (PNDT).
The Council also deliberated on a draft decree creating 63 notary offices across the country, presented as a response to rising demand for notarial deeds, notably linked to economic and commercial activity, and on a draft decree renaming Port-Gentil international airport as Joseph Rendjambe Issani International Airport. The communiqué also recalls the head of state's visit on 14 February to the Ntoum-Cocobeach road, an 83-kilometre project.
