According to the final communiqué published by the Presidency of the Republic, the Council of Ministers of Thursday 13 February 2025 adopted a draft ordinance establishing the National Autonomous Road Maintenance and Investment Fund (FANEIR). It is a public industrial and commercial establishment under the technical supervision of the Ministry of Public Works, with legal personality and administrative and financial autonomy. Its main mission is to finance the construction, development and maintenance of the national road network. It is organised around a board of directors, a general management and an accounting office.
The Council also reorganised the Directorate General for Regional Planning, whose 2002 decree was considered ineffective, and amended the 2022 decree on the general population and housing census to reflect the transfer of the Directorate General of Statistics from the Ministry of the Economy to the Ministry of Planning. It also recognised the Moanda School of Mines and Metallurgy (E3M) and the Port-Gentil Gas and Oil Institute as institutions of public utility.
The communiqué also reports that at the Mission 300 African energy summit held in Dar es Salaam on 27 and 28 January 2025, the head of state highlighted the continent's untapped hydropower potential and the persistent difficulties of electricity supply in Gabon.
