According to the final communiqué published by the Presidency of the Republic, the Council of Ministers of Thursday 6 March 2025 adopted, on a proposal from the Ministry of the Economy and Holdings, a bill setting the general framework for investment in the Gabonese Republic. The text aims to modernise the legal framework by defining three regimes: a general regime, specific regimes and a reinvestment regime, each with tailored tax and customs benefits.
The bill creates a new instrument, the investor approval (agrément investisseur), designed to encourage priority projects, location in high-potential areas, import substitution, the creation of skilled jobs and the strengthening of local skills. The institutional framework relies on a steering body in charge of strategic direction, on the ministry in charge of Investment Promotion for design, coordination and monitoring and evaluation, and on the National Investment Agency of Gabon to support investors and monitor their commitments.
According to the communiqué, the text harmonises existing schemes, strengthens investor protection, clarifies dispute settlement mechanisms, limits tax holidays and rationalises the granting of benefits. The government expects it to improve the business climate and the country's economic attractiveness.
