According to the final communiqué published by the Presidency of the Republic, the Council of Ministers of Wednesday 4 June 2025 adopted five bills creating strategic funds to finance key sectors: a fund for agricultural development, the Energy and Water Fund (FEE), the Gabonese Housing Fund (FGHL), the National Infrastructure Fund (FNI) and the Strategic Fund for Fisheries and Aquaculture Development. Each will have, among other bodies, a board of directors, and the head of state said that each fund will have to prove its effectiveness.
The President of the Republic described as unbalanced the sustainable fisheries partnership agreement signed with the European Union in 2007 and in force since 2021 for six years, arguing that revenues cover neither the value of catches nor surveillance costs. He instructed the government to launch the unilateral termination procedure by written notice to the European Commission, under article 13 of the agreement, with a view to renegotiation or new partnerships. Building a national tuna industry is presented as a priority objective.
The Minister of the Economy was also asked to include the country's natural capital, such as forest resources, carbon credits and fishery resources, in national economic aggregates. The Council also approved the appointment of the investment banks Algest and Rothschild & Cie as strategic and financial advisers to the State, notably for mobilising resources for the National Growth Programme and for negotiations with lenders.
