According to the final communiqué of the Council of Ministers of 12 August 2025, published by the Presidency of the Republic, the draft 2023 budget settlement law reports on the execution of the 2023 finance law, set at 3,602.3 billion CFA francs.
Budget operations showed a surplus of 1,320.6 billion CFA francs, while treasury and financing operations showed a deficit of 516.3 billion. General accounts show a positive result of 883.2 billion. General budget revenue reached 2,878.80 billion CFA francs, a collection rate of 132.99%, driven mainly by tax revenue. Budget expenditure was executed at 1,642.14 billion, or 84.48% of forecasts.
The communiqué notes, however, that investment spending from own resources reached only 45.04% of forecasts, while externally financed projects posted an execution rate of 105.79%. On the treasury side, resources mobilised reached 1,454.39 billion CFA francs against a forecast of 1,152.91 billion, but charges, including external debt repayments, were executed at a higher level.
