According to the final communiqué published by the Presidency of the Republic, the head of state welcomed at the Council of Ministers of Thursday 26 February 2026 the presence in Gabon of an International Monetary Fund (IMF) mission, following Gabon's announcement on 22 January 2026 in Brazzaville, on the sidelines of the CEMAC summit, that it would resume dialogue with the Bretton Woods institutions. He described the conclusion of an economic and financial programme as a strategic necessity and instructed the Minister of the Economy to speed up work for a signature by May at the latest. The negotiating framework rests on preserving priority projects, protecting vulnerable households, rationalising spending and managing debt sustainably.
The Council adopted an ordinance setting a new land tenure regime, which repeals the 2012 ordinance and gives land titles, confirmed by a court decision, a final and unchallengeable character. A decree creates a one-stop shop for land ownership bringing together the ANUTTC land agency, the Directorate General of Taxes and the land registry, among others, as part of a mass regularisation aimed at issuing 50,000 land titles within four months. A 52,478-hectare strip of land at Mambi, in the municipality of Mayumba, was also declared of public utility for ore processing activities.
Several decrees cap the pay of chairs, vice-chairs and staff of public establishments, public enterprises, state companies and independent administrative authorities, make it subject to tax and ban double remuneration, and cap board attendance fees. The Council also authorised the ratification of the EU-OACPS partnership agreement known as the Samoa Agreement and reorganised the Railway Transport Regulatory Authority (ARTF).
