According to the final communiqué published by the Presidency of the Republic, the Council of Ministers of Thursday 25 June 2026 examined two bills creating La Gabonaise des Eaux and Electricite du Gabon. The texts are part of the reform to split the water and electricity activities of the Gabon Energy and Water Company (SEEG) and give each sector a dedicated public operator. Both entities will be mixed-economy companies responsible, on behalf of the State, for operating the public drinking water service and strengthening energy infrastructure.
The Council also examined the bill authorising ratification of the comprehensive economic partnership agreement signed on 6 February 2026 in Abu Dhabi with the United Arab Emirates. The agreement establishes a free trade area and provides for the liberalisation of trade in goods and services, efficient customs procedures and support for small and medium-sized enterprises. The head of state also asked for the promotion of intra-African trade to be made a priority, notably by favouring food imports from African countries.
On a proposal from the Minister of the Economy, the Council approved the implementation of the roadmap from the High Council for Investment (HCI), the result of consultations involving more than 1,100 participants. Its recommendations cover in particular legal certainty for investments, logistics competitiveness, governance of public establishments and SME access to public procurement, with a monitoring and evaluation mechanism. The Council also examined the creation of the National Inland and International Shipping Company (CNNII), the decree approving the statutes of the Gabonese Agency for the Development of the Green Economy (AGADEV) and a decree creating joint control and inspection brigades against fraud and counterfeiting.
