According to Gabonmediatime, the government announced the relaunch of the High Council for Investment (HCI), whose opening ceremony was scheduled for Thursday 4 June 2026 at the Palais des Congres in Libreville. The aim is to improve the country's economic attractiveness in the long term and to mobilise the investment needed for the 2026-2030 National Growth and Development Plan (PNCD). The plan provides for 27,000 billion CFA francs of investment over the period, nearly two thirds of which, about 18,000 billion, is expected to come from the private sector.

From 4 to 11 June 2026, government bodies and private sector representatives, notably the Gabon Business Federation (FEG), were to work in eight thematic groups. Topics include parafiscal levies, administrative permits, legal certainty, port costs, strategic sectors, governance of public establishments, social dialogue, local employment and support for small and medium-sized businesses. The proposals were to be consolidated on 12 and 13 June, before a general presentation on 15 June 2026.

The outlet notes that the business community has for years criticised administrative delays, difficult access to finance and regulatory instability, and that the HCI relaunch will be judged on its ability to deliver reforms that can be applied.
