According to Gabonreview, drawing on data from the Directorate General of Debt (DGD), Gabon's public debt stood at 8,780 billion CFA francs at end-December 2025, 1,647 billion more than a year earlier. For the first time, the State owes more to CEMAC banks and lenders than to international creditors: external debt fell slightly to 4,127.6 billion, while domestic debt rose by nearly 57% to 4,652.7 billion.

The DGD gives two explanations. First, the debt task force validated old State debts to companies and suppliers, known as moratoria, which now appear in the figures at 758.7 billion CFA francs. Second, the State raised 2,161.7 billion on the regional financial market in 2025, more than half of it from banks based outside Gabon.

Repayments reached a record 2,565.4 billion CFA francs in 2025, partly because of operations such as the MOUELE operation, completed at the end of April 2025, through which the State reorganised the repayment of its domestic debt, with the average maturity rising from 2.3 to 6 years. Payment arrears nonetheless reached 459.5 billion, 193 billion more than at end-2024, including 155 billion owed to partner countries, 121.4 billion to foreign suppliers and 131.3 billion on validated moratorium debts.
