According to Financial Afrik, the agreement, signed for twenty years, combines a lease of the existing network with a concession for future extensions. It brings together Gabon Fiber SA, set to become the backbone's neutral wholesale operator, and SPIN, which owns the state's digital infrastructure. The transaction requires no disbursement from the state budget.
The project targets a network of around 3,500 kilometres of fibre optic cable by 2029, with more than 1,650 kilometres of additional links to be deployed to connect localities such as Mouila, Tchibanga, Makokou, Okondja, Mandji, Mimongo and Koulamoutou. These new links will remain state property once the contract ends.
Gabon Fiber SA will operate as a wholesale-only provider, with neutral treatment of all telecommunications operators. Financial Afrik notes that in 2024 the International Telecommunication Union estimated that 68.7% of Gabon's population used the internet, and that at end-September 2025 the electronic communications and postal regulator (ARCEP) counted 2.36 million internet subscriptions.
