Overview
The Ministry of Mines and Geological Resources conducts state mining policy under the 2019 mining code. Its central administration has four directorates general: mining operations, geology and mining support, quarrying and artisanal mining, and mining economic and legal analysis. For an investor, it is the authority that reviews and issues mining titles, from exploration permits to exploitation permits, and that authorises some exports of mining products when the exporter does not itself hold an exploitation title. Manganese, the country's main mining output, falls under its remit. The ministry is located in the 2 Décembre building in Libreville.
