Summary
This code, organised in twenty titles, sets the legal, institutional, technical, economic, customs and tax regime for mining in Gabon: reconnaissance, exploration, research, construction and exploitation of mineral substances and quarries. It repeals Law No. 017/2014 of 30 January 2015. It builds the institutional framework around the ministry in charge of mines, a regulatory authority, a national operator and advisory bodies, and addresses the contribution of mining to local development. It distinguishes artisanal mining, quarries and mines, where exploitation requires a small-scale mining licence, a large-scale mining licence or a tailings exploitation licence. Specific titles cover precious, radioactive and strategic substances, as well as health, safety and environmental protection, with holder liability not limited to the licence area or term.
