The Council of Ministers, meeting on 18 September 2026 in Port-Gentil, authorised the government to sign a financing agreement with the International Bank for Reconstruction and Development (IBRD), one of the World Bank's arms, Gabonreview reports. The amount borrowed is 129.7 million euros, or about 85.078 billion CFA francs.
According to the outlet, the loan runs for twenty years, with a five-year grace period before repayment, at a variable interest rate of 4.79%, repayable in thirty equal semi-annual instalments. It forms part of the Access to Basic Services and Performance Improvement Project (PASBAP), whose initial 150 million dollar financing was approved by the World Bank's board of executive directors in February 2026.
Gabonreview states that the funds target three priorities: access to drinking water, sanitation and electricity, for Greater Libreville and some periurban and rural areas. The project is also meant to improve the technical, commercial and financial performance of Gabon's water and power utility, SEEG, and to strengthen the sector's institutional and regulatory framework.
