PROGEC certificate of conformity for regulated products
The Gabonese conformity assessment programme (PROGEC), run by the Gabonese Standards Agency (AGANOR), requires a pre-shipment certificate of conformity for regulated imported products: construction materials, electrical and electronic appliances, cosmetics, medical and surgical devices and toys. The certificate is issued by a mandated body in the shipping country and presented at customs clearance; a consignment without a certificate is refused.

What to do
According to the WTO, covered products are construction materials (Harmonized System chapters 28, 29, 31, 32, 35, 38, 39, 40, 44, 45, 46, 68, 69, 70 and 72 to 83), electrical and electronic appliances (chapters 84, 85 and 94) and cosmetics, medical and surgical devices and toys (chapters 33, 34, 90 and 95). Food (chapters 1 to 24) and pharmaceuticals (chapter 30) are excluded. According to a 2021 Cotecna note, shipments with an FOB value below EUR 3,000 are exempt; this threshold should be confirmed with the chosen body.

Submit a certification request to a mandated body
What to do
The exporter chooses a body mandated by AGANOR and submits the application form with the pro forma invoice, test reports, product data sheet and, where relevant, the manufacturer's ISO 9001 certificate. AGANOR designated Intertek, SGS, Cotecna and Bureau Veritas; Bureau Veritas states that its role in the programme ended on 1 July 2026.

Receive the certificate of conformity before shipment
What to do
The certificate of conformity (CoC) is issued before shipment, within 48 hours of the final inspection according to Cotecna. It must accompany each consignment.

What to do
The certificate is required for customs clearance in Gabon. Consignments arriving without a certificate are refused entry and the importer faces the penalties provided by law.
